I totally agree with you. At 20twenty, we have taken this concept one step further and develop the test plans “before” we start building any software. This forces the designer/developer to completely think through what they are doing before they start committing it to code. There also is an added benefit. We find that clients have an easier time validating the requirements from reviewing test plans than they do reading the requirements. It helps them ensure that all the tasks buried in the requirements are accommodated.

As you said, “either way, you’ll be testing!”
