Wes, well said. Problems don’t get fixed just because you are doing “stuff”. Many boards cause/contribute to this problem by enforcing unreasonable time constraints at times that force staff(including many C-level folks) to make these kinds of wheel spinning decisions.

Good observation, Amith. Boards often see “action” as the most important response to a request.
